This is a graduate level course for students enrolled in economics, political sciences, public policy, or environmental studies.

Admission

Skrócony opis:

Szkoła Wiosenna realizowana jest w ramach wspólnego projektu edukacyjnego 4EU+. Zajęcia prowadzone są w jęz. angielskim przez wykładowców z pięciu uczelni Sojuszu.

Climate change and environmental degradation are urgent problems requiring a coordinated effort, beyond a country-level. The Spring School aims at making students familiar with the context and conditions of EU environmental and climate policy. We will discuss EU’s strategy to make the European Economy sustainable, namely to implement the European Green Deal. Basic knowledge of key methods, theories, approaches in the fields of political science and economics will be provided in a comprehensive manner. They will be later put in use by students to work (in groups) on applied environmental and climate policy at the EU level.

Online Phase (April 26 -29) Whole-day attendance required for online lectures, peer-to-peer teaching, group work, quizzes, online working groups, and loosely structured interaction time online.

In-Presence Phase (May 2 – 6, Copenhagen)

After a welcome event on the evening of May 2, the remainder of the week will be dedicated to intensive interaction time in working groups of five to six students to [1] finalize a policy brief on a key aspect of the Climate Action strategy of the European Green Deal. (e.g. Extending the EU ETS; Carbon border adjustments; Innovation policy towards zero emissions); [2] to develop a national position paper for the European Green Deal; and [3] participate in a 3 hours fixed-schedule simulation on May 5. This phase concludes on the morning of May 6.

Learning objectives

After the School, students will have become competent

1. about the process through which EU environmental policies emerge, take shape, and become implemented,

2. the institutions involved in initiating, shaping, defining, and implementing EU environmental policies;

3. the tools and methods used to determine costs and benefits of alternative policy designs;

4. the different ways in which different actors use these tools and methods to further their interest at the design and implementation stage

Metody i kryteria oceniania:

Assessment

There are three assessment components

1. Policy brief (weight: 50% of the grade): This is a 1,000 word document prepared during Block B that sets out the key aspects of a specific policy challenge within the Climate Action strategy of the European Green Deal. A particular emphasis is on preparing a concise, yet factually rich policy brief for policymakers. Due May 3, 24:00.

2. National position paper (40%): This is a 2,000-3,000 word document prepared during Block C that sets out the national position on a hypothetical proposal for the implementation of the European Green Deal. Each national team will prepare one position paper, but every individual member of the team will be responsible for a specific part of this paper. Due May 5, 12:00.

3. Activity during the final simulation (10%): This component of the grade will reflect the activity of students during the final simulation.
